feat: initial CamWatch service

Browse Source 
Polls Frigate events API, extracts dominant vehicle color (KMeans),
reads LPR plate from Frigate sub_label. Responsive dark UI with
filter by plate/camera/date and auto-refresh. FastAPI + SQLite.
