Todo cron: exact HH:MM match (like original app) + fix log path

- Match reminder_time = HH:MM exactly, runs once per minute naturally
- Log was failing silently: /var/log not writable by perco user
- Fixed crontab to log to /home/perco/househub_todo_cron.log
